A Universal Architecture for Planetary-Scale AI Data and Execution Governance. Two separate inventions by Vatsal Soin, the 0→1 Doctrine and Band-Based Archive Triage, are presented together for the first time. They describe one possible path from stored data to governed action: bands instead of raw records, sealed receipts instead of promises, and a person for the hard cases.

THE IDEA IN ONE LINE
One governs what leaves a data archive. The other governs what a system may do with what it learns. Here, for the first time, they are described together.
THE TWO INVENTIONS, SIMPLY
Start with the cellar, where companies keep years of old records they cannot safely use or share. Band-Based Archive Triage, or BBAT, sorts each record by its metadata alone, without opening it, into retain, purge, or promote.
For promoted records, a sealed machine derives a band, a bottom and a top for what the records show. The permitted derivation is completed inside the protected environment, within a scope declared in advance, before the source records are destroyed.
Now the front door, where live decisions happen. The 0→1 Doctrine puts measurements of every kind on one common scale from 0 to 1, so needs and capabilities can be compared. An authorization step then permits an action, permits it with conditions, or prevents it.
Same language, different jobs. BBAT governs information. 0→1 governs action.
THE DATA WALL AND THE DECISION WALL
AI hits two walls. The first is a data wall. Useful records sit locked in archives, too private to move, while good public text may run out. The second is a decision wall. An AI can work out a smart answer, but who decides whether it may act on it?
These are different problems. An AI can know plenty and still need firm rules, or obey strict limits and still lack clean data. These two filings tackle one wall each.
BBAT: GOVERN THE INFORMATION
BBAT asks a simple question: Does every old record need to stay in its original form? No. Some records need to be kept, some can be removed, and some can provide useful information without moving the original record.
The sorting step reads metadata only, like age, category code, and any legal hold. Retain keeps what must be kept. Purge destroys what the rules allow. Promote sends a record into a protected derivation, where it contributes to a band. People take the unclear cases.
Before anything leaves, checks run. Are enough records pooled to hide any one person? Is the band wide enough? Could outside data narrow it? The gate stays shut until the originals are gone, the hardware confirms it, and a sealed receipt exists.
0→1: GOVERN THE DECISION
The 0→1 Doctrine starts elsewhere. Systems measure the world in different languages: a hospital in clinical units, a factory in temperature and pressure, a logistics network in distance and time. The doctrine puts them on one scale, so a user’s requirement and a supplier’s capability can be compared
Needs and capabilities become bands, not single points, because one exact number can suggest precision that does not exist. A compatibility score compares them. An authorization step weighs safety, legal, and operating limits and decides: permit, permit with conditions, or prevent.
While an action runs, the system can watch for anomalies and halt or reroute. Afterward, a sealed record preserves what was decided and why. Comparison and authorization work on normalized values, not raw personal data.
WHERE THE TWO MEET
Here is the chain in plain words. Old records are triaged. A protected room derives a band. The band is compared on the common scale, and an authorization step permits, conditions, or stops. The first half is about information. The second is about authority.

Look at the receipts. BBAT’s receipt comes before data leaves. The 0→1 record comes after an action completes, with an authorization step before it. Put together, there is a receipt on each side of the machine: one for what it was given, one for what it did.
WHAT THE PAIRING COULD CHANGE
A receiving system might work from bands instead of raw records, which lowers what has to move. An auditor could check receipts without seeing the content behind them. A line would exist between knowing something and being allowed to act on it. That line is the point.
BBAT also describes a detector that reads agents’ receipts together, so patterns that appear only across many agents can be flagged to people. In a combined setting, comparable receipts from more agents could help. That remains a possibility. The combined architecture is presented here as a proposed framework for evaluation.
WHY SUPERINTELLIGENCE MAKES IT MATTER
Talk of superintelligence centers on capability: how much a system can understand, how fast it can reason. A second question gets less attention: who decides what that intelligence may use, and what it may do? A confident answer is not a permitted action.
The aim is not a smarter machine. It is a more controlled path from information to action, one that leaves proof behind. Neither filing says it can govern superintelligence itself. They describe data release and action authorization.
WHAT THIS IS, AND WHAT IT IS NOT
BBAT and the 0→1 Doctrine are separate inventions with separate filings. Presenting them together describes a potential complementary architecture. It is not a single patent, and no joint system has been tested. Adoption, pricing, and law remain open, and each invention must still prove itself.

A band and a sealed receipt. The permitted derivation is completed first inside the protected environment; the source records are then destroyed within the declared scope.

A person. Unclear records and flagged agent patterns go to people, not to an automatic ruling.
Is this a safety guarantee?
It adds limits and evidence around data and actions. Safety takes much more than any one design.
Can each be used alone?
Yes. Each filing is complete on its own and can be used alone.
CLOSING NOTE
Data in, decision out, receipts on both sides: one possible chain. Whether the Singularity comes or Superintelligence stays a debate, two inventions propose to bound both ends.
